Tiger man charged with cruelty to animals

Law enforcement along with Rabun County Animal Control took control of over 50 various breeds of domestic animals last week after authorities were informed of inhumane living conditions.

On Thursday, deputies from the Rabun County Sheriff’s Office were dispatched to 9 Strawberry Lane in Tiger in reference to serving an inspection warrant for an officer with local animal control services.

The warrant indicated that a slew of animals located at the address was being kept in inhumane conditions, being sick and diseased and the residence was lacking adequate food and water for the animals/livestock.

Immediately upon entering the home, authorities were so overwhelmed by the smell of ammonia from the animal’s urine, that all personnel had to wear face masks while inside.

Animal control discovered multiple cats and kittens inside cabinets where pots and pans were stored, over 20 mixed breeds of dogs and puppies that were restrained in overcrowded cages, along with two goats who required immediate medical attention.

The Department of Family and Children’s Services also arrived on the scene after law enforcement notified them that two of the bedrooms belonged to children.

Phillip Eugene Carpenter, 52, the owner of the residence, was charged with cruelty to animals.
